Strategy & Delivery For Public Sector AI

Insight that drives action.

Dual Track is a specialist strategic consultancy. We work with governments and enterprises across the UK, US and Australasia to translate digital and AI ambition into delivered outcomes, while building the internal capability that sustains them.

Our practice is led by senior practitioners with deep experience across digital experience transformation in government, regulated industries, higher education and product organisations.

i

The transformation paradox

The biggest risk in AI transformation isn’t budget.

The most consequential risk in AI and digital transformation is not the cost of the programme. It is the absence of the internal capability required to sustain it.

When external delivery teams conclude their engagement, the institutional knowledge required to continue the work frequently departs with them. Programmes stall, momentum is lost, and the next investment cycle begins from a similar position to the last.

Our engagements are designed to address this directly. Every programme incorporates a deliberate capability transfer layer: lean documented methods, embedded ways of working, and internal practitioners equipped to continue the work after our involvement ends.

ii

What we help you solve

Problems we see in every organisation.

i

Generating more revenue, and proving spend translates into it

“We need to make a defensible case for this investment.”

Whether you’re justifying a digital investment in government or trying to grow ARR in a product business, every dollar spent now needs a defensible line back to revenue, cost reduction, or service uplift. We help you build that line and the evidence base behind it.

ii

Improving efficiency and reducing operating costs

“Our operations are heavier than they need to be.”

Most operations carry unnecessary weight. We help you find the friction, redesign the process, and apply automation and AI where they genuinely earn their place: not as a buzzword, but as a structural change to how work gets done.

iii

Keeping your existing digital products alive and improving

“Our website, portal, or app hasn’t been meaningfully updated in years.”

If your digital product was last meaningfully updated 2 to 5 years ago, you’re heading toward an expensive redesign you don’t need. We help you put a roadmap and a continuous improvement plan against your existing investment, so finance doesn’t end up driving the conversation by setting your budget for you.

iv

Securing the right budget and resourcing for upcoming digital projects

“We need a business case that holds up under scrutiny.”

We’ve been on every side of the table: buyer, vendor, and in-house. We know the real cost of digital programmes, including the costs vendors don’t tell you about during tender. We help you build lean business cases, set realistic budgets, and structure the programme so the funding actually delivers the outcome.

iii

How we’re different

Principles that guide every engagement.

This is what makes a Dual Track engagement feel different from working with a typical agency or consultancy.

01

Dual track, by name and by method.

Strategy and delivery are not separate phases. We run them as parallel tracks, on the same team, with the same accountability. The people doing the strategy work also see it through to delivery, and the people delivering also help shape strategy. This is how outcomes get faster, and how plans actually survive contact with reality.

02

Capability building runs through everything.

Every engagement has a teaching layer. We document what we do, work shoulder to shoulder with your team, and design our exit from day one. Our success is measured by your independence: the strength of the team, the capability, and the systems we leave in place after we go.

03

AI as accelerant, not replacement.

Many specialist skills used to require five or more years to develop. AI now closes much of that gap. We help your existing team members use AI tools to get most of the way there, and we provide the senior advisory and quality assurance over the top, pairing them with industry experts so they don’t go too far down the wrong track. If you don’t have the right tooling yet, we can help you make the business case for it.

04

Honest, transparent partnership.

We’re not here to win the next phase. We’re here to help you get the most out of the technology investments you’ve already made and the internal resources you already have. That includes telling you when you don’t need us for the next part of the work, or when you’d be better served by someone else.

iv

Areas of expertise

Capability across our practice areas.

Each engagement is staffed across whichever combination of disciplines the brief requires.

Practice one

Strategy & discovery

From a problem statement to a funded path forward. The work that defines and protects subsequent investment.

  • Strategic planning and leadership workshops
  • Service design and current- and future-state blueprinting
  • Cross-channel process redesign
  • Lean business case development and programme scoping
  • Senior stakeholder alignment
  • Initiative-to-strategy mapping
Practice two

Research, design & delivery

Evidence-led design developed in parallel with delivery, so strategic intent is preserved through to implementation.

  • User research: exploratory, generative, and evaluative
  • Usability testing and accessibility assurance
  • UX strategy: information architecture, interaction design, content design
  • UI design and visual systems
  • Agile delivery, including dual-track agile and sprint zero
  • AI-enabled process automation
Practice three

Capability & operating model

The organisational structures, roles, and operating rhythms required to sustain digital and AI capability internally.

  • Capability and team design
  • Role definition, hiring, and coaching
  • Internal consulting and shared service model design
  • Conversion rate optimisation, pricing, and sales enablement
  • Co-design and stakeholder facilitation
  • Systems thinking and operating model development
v
Solution focus

Centralised portals as the foundation for service transformation.

A significant proportion of our work is concentrated around centralised portals for citizens, customers, partners and employees: consolidating fragmented services into integrated digital experiences. Our delivery focus spans roadmap development, self-service experience design, and underlying process automation.

i

Roadmap development

Vision, funding case, and delivery blueprint, grounded in evidence and ready to mobilise against.

  • Vision and target state aligned across executive sponsors, delivery teams, and funders
  • Current-state blueprint of existing systems, services, and dependencies
  • Prioritised opportunity map and phased roadmap
  • Defensible business case sized for executive and funding approval
ii

Self-service

A consolidated experience layer that resolves user needs end to end, across the systems and channels behind it.

  • Reduced contact volume across calls, email, and case management
  • Contextual surfacing of relevant information at the point of decision
  • End-to-end task completion without staff intervention
  • Service standards applied consistently across channels
iii

Process automation

Workflows that route, approve, and resolve without unnecessary manual intervention.

  • AI-augmented triage and decisioning, applied where evidence supports it
  • Integration with existing systems to eliminate duplicate data entry
  • Operational visibility of work in progress and points of failure
  • Reduced cost-to-serve while maintaining service quality
vi
Engagement models

Engagement models, matched to the brief.

The majority of our work is delivered through embedded retainers, which provide the continuity required for substantive capability building and transfer. Fixed-price engagements suit more contained briefs, and advisory engagements support teams who need independent guidance and coaching.

Defined scope

Fixed-price engagements

Defined deliverables, defined commercial terms, defined timeline. Used for discrete pieces of work where the scope is sufficiently clear: foundation sprints, service blueprints, business cases, or research studies.

Typically applied to
  • Discovery and research
  • Business case development
  • Service blueprinting
Advisory

Advisory and capability building

Senior advisory for organisations with capable internal teams who need independent guidance at project, programme, or leadership level. Includes supporting programme leads, reviewing internal skills and capability, artefact review, and steering input.

Typically applied to
  • Hands-on coaching alongside delivery teams
  • Multi-disciplinary shared service team design and optimisation
  • Independent steering committee input
  • Structured skills development programmes across co-design, service design, and lean iterative delivery
vii
Common starting points

Where to begin.

These are common ways organisations start working with us. Some produce a specific deliverable: a funded business case, a digital strategy, or a roadmap. Others build internal capability or add specialist capacity to your existing teams. Each has a defined shape, clear commercials, and a clear sense of what success looks like.

Strategy

For programmes that need to move from a problem statement to a funded, defensible path forward in a substantially compressed timeframe.

  • User and stakeholder research, and operational observation
  • Current-state service blueprint identifying pain points and dependencies
  • Prioritised recommendations and phased delivery approach
  • Lean business case with cost modelling, benefits logic, and executive-ready submission pack

Strategy

90-Day Digital Strategy
~3 months

For organisations needing a defensible digital strategy in a substantially compressed timeframe.

  • Applicable to a website, portal, intranet, or app solution
  • Stakeholder, user, and internal team research
  • Strategy, prioritised roadmap, and prototype direction
  • Sized and costed implementation plan

Build

Capability Build
3 to 6 months

For programmes whose success will be determined by the quality of internal capability and leadership rather than external delivery.

  • Role design, recruitment support, and interview structure

Our practice

A senior practitioner model, supported by a specialist consultant network.

Our practice brings together senior practitioners and a curated network of specialist consultants. Others bring deep specialist experience from hands-on delivery, consulting, and advisory work.

Engagements are led by a principal consultant with full accountability for outcomes, supported by specialists assembled to match the brief. We maintain redundancy in each discipline, so engagement continuity does not depend on a single individual.

Our practitioners have worked across the United Kingdom, United States, Australia and New Zealand.
